Phil Loafman

Phil has been with Poe since retiring from the Oklahoma Department of Transportation. He had been involved in all of the major projects in Oklahoma over the last few decades as the Department’s leader in performing Value Engineering (VE), determining contract times using Critical Path Method (CPM) analysis and reviewing estimates for the approximately $750 million annual program. Phil’s experience in reviewing and evaluating the largest projects in Oklahoma provides him with an unparalleled understanding of the best means and practices in successfully delivering large scale projects.
