Poe & Associates has significant experience with program management. We have managed various programs involving multiple projects, some ranging over $1 billion. Our assignments have included program planning and strategies, schedule creation and maintenance, estimating and budget management, cost control, cash flow analysis, design oversight, plan review, right-of-way acquisition, and utility relocation coordination. Our program management services also include facilitating public involvement and extensive reporting at regular intervals.

Oklahoma Turnpike Authority - Driving Forward Program

In 2015, the Oklahoma Turnpike Authority launched “Driving Forward: Investing in Oklahoma’s Future”. Poe & Associates is serving as overall program manager for this substantial transportation program which includes six large-scale projects originally totaling $892 million and will likely grow to well over $1 billion. Of the six turnpike corridor projects, three projects are being designed on brand new alignments. This only adds to Poe’s challenge of successfully facilitating the delivery of the new reliever routes, as well as the successful delivery of the other three turnpike corridor projects. As Program Manager, Poe is coordinating design and construction activities with over 20 consulting firms and at least 15 contractors. These duties encompass a variety of responsibilities including plan review, meeting facilitation, and resolution of design and construction issues, as well as closely monitoring project schedules and budgets to ensure the success of the Program.

City of Oklahoma City - Better Streets, Safer City

Poe & Associates is acting as full service Project Management and Construction Management for Arterial and Residential Street Resurfacing as part of the Better Streets, Safer City Sales Tax Program. The duties being performed by Poe & Associates staff as part of this program are as follows:

  • Prepare estimates for Sales Tax-funded projects which are either in mile sections of arterials or quarter sections of residentials. They include:
    • Mill/overlay or reconstruction of both Asphalt and PC Concrete pavements
    • Curb & gutter repair and inlet adjustment
    • Full depth repairs
    • ADA compliance and sidewalk upgrades (existing)
    • Driveway repair and Embark Bus Pad installation
    • Concrete panel replacement
    • Crack and joint sealing
    • Traffic signal upgrades (to radar which is preferred by the City) and striping
    • Adjustment/relocation of conflicting utilities
    • Value Engineering alternatives (such as pavement reinforcement grid or recycling of materials into the subgrade, etc.)
  • Estimates are prepared using Unit Price Contracts. Provide bid analysis on these Unit Price Contracts, helping the City evaluate the equity of bids. Poe also aids in preparation of Unit Price Contract Specifications.
  • Offer the estimates to Contractors on the Unit Price Contracts, request Purchase Orders, prepare Work Orders, organize testing Purchase Orders, and run on-site pre-work meetings prior to Construction.
  • Construction Management and Inspection on all the projects that we have been given by the City. This includes:
    • Quantity measurement and recording (taking material tickets etc.)
    • Ensuring construction is as per Estimate Instructions and OKC Standards and Specifications (construction quality management)
    • Reviewing and approving Pay Apps from Contractors
    • Budget management for all Purchase Orders
    • Manage communications with the Public related to our projects
    • Preparation and subsequent approval of Daily inspection reports using OKC Inspection System
    • Final review of construction and preparation of snag list items
  • Aid in the assessment of existing street pavement conditions, confirming the accuracy of the City’s in-house Pavement Condition Index (PCI) generation system. This is a major criterion used to rank the streets needing resurfacing works. We have provided some supplementation to this system by doing our own assessments, using the experience in the Tulsa office.
  • Help the City prepare for Monthly and Annual Reports about the progress of the Sales Tax Program, by providing progress updates on each project, including photos or drone footage.

Oklahoma Department of Transportation

Capital Improvement Program (CIP)
In 1997, Poe & Associates was selected to provide project management and consulting engineering services for Division IV of the Oklahoma Department of Transportation that included nine counties beginning with Oklahoma City area and continuing north to the Kansas state line. Throughout the ODOT CIP, Poe designed 18 construction projects in Division IV. In addition to design, this work included right-of-way acquisition, utility relocations, and environmental clearances. The total cost of the CIP in Division IV was $175 million.

Corridor Plan Program
The Poe & Associates Oklahoma City office provided program management for the Oklahoma Department of Transportation Corridor Plan Program. Poe provided management and oversight for $503 million in transportation projects across Oklahoma.

Oklahoma Turnpike Authority - Consulting Engineer

From 1994 to 1997, Poe & Associates served as Consulting Engineer to the Oklahoma Turnpike Authority and provided a wide variety of highway and bridge designs for the turnpike system throughout the State of Oklahoma.

Oklahoma City Airport Trust - Consulting Engineer

From 1995 through 2000, Poe & Associates served as the Consulting Engineer for facility maintenance with the Oklahoma City Airport Trust. In this capacity, Poe was responsible for architectural and engineering projects at Will Rogers World Airport, the Mike Monroney Aeronautical Center, Wiley Post Airport, and C.E. Page Airport. In addition to routine project design and construction phase services, Poe also prepared an annual reports on facility needs with budgets and schedules. During this six year period, Poe handled more than 150 separate projects.
