STREETS AND HIGHWAYS


Transportation is our specialty. We have completed many urban interstate systems and major turnpike, state highway, and arterial and residential street projects. Our ability to manage large transportation projects is best exemplified by the ever-increasing responsibility placed on us by transportation departments and major cities throughout this region.

Roadway rehabilitation is another area of expertise. One of the leading authorities in this area is on our professional engineering team. Cities and airports rely on this expertise for pavement management and rehabilitation.

This project is part of the Creek East Turnpike in east Tulsa. Poe & Associates designed three sections involving 8.4 miles of roadway and the interchanges with I-44/Will Rogers Turnpike and US 412. Right-of-way plans were also prepared. The project had critical completion schedules because of scheduled opening of the new turnpike. Our section of the turnpike was completed in August 2002 at a cost of $75 million.

The $100 million I-35 project began in 1984 with functional plans for an 8-mile section of I-35 in south Oklahoma City. Construction plans have been prepared for eight construction contracts for rebuilding mainline and frontage roads, 15 bridges, one railroad bridge, extensive retaining walls and storm sewers up to 9-feet in diameter.

This emergency repair project was necessitated by the collapse of four spans of the existing structure from a barge collision on May 26, 2002. Poe & Associates completed the complete repair plans in 12 days, which included three new pre-stressed concrete beam spans, replacement of an existing structural steel span, and associated details. Construction of this $10.1 million project was completed in 47 days.

This project consists of a bridge with 45'-75'-45' Type II and Type III Pre-stressed Concrete Beam Spans and an 80'-0" clear roadway. A detour bridge and roadway were also designed to divert traffic while the bridge could be constructed in one phase, thereby reducing the overall project construction costs. This bridge was designed integral with the abutments and continuous over the piers in order to eliminate joints in the deck and provide a smoother ride and more durable and longer lasting bridge. The project included the design, hydraulic analysis, and construction plans. The project was completed earlier this year and cost approximately $800,000.

Rehabilitation of Taxiway Alpha and other work incidental to the accomplishment of this work under the standard requirements of the Federal Aviation Administration for Airport Improvement Program projects. Major items of work include surface preparation of the existing asphalt pavement, pavement patching where required, and placement of nominal 3-inch surface course of asphalt cement concrete. Items of work also included taxiway shoulder rehabilitation, taxiway pavement markings, replacement of taxiway lighting system, and seeding/mulching. Completed in 2002 at a cost of $1,350,000.

This project involved the resurfacing and striping of the 536-space parking lot used for shuttle parking. Included in the project was the construction of 14 protective car shelters for 450 parking spaces. Total construction cost of project is $ 450,000. The completion date was in 2001.

WATER SYSTEMS


The design of water systems is an essential service that Poe & Associates provides to literally hundreds of cities, towns and rural water districts. Our projects include reservoirs, water wells, treatment plants and thousands of miles of water lines. Poe & Associates designed two welded steel standpipes set on steel-reinforced concrete foundations and appurtenances for the Purcell Public Works Authority. This improvement added 2.1 M gallons of water storage with a construction cost of $529,300. The Red Hill Site Reservoir, pictured above, has a diameter of 60'-0", height of 70'-7", and capacity of 1.5 M gallons. The Lexington Site Reservoir has a diameter of 70'-0", height of 24'-0", and capacity of 691,000 gallons. The project was bid under the supervision of Poe & Associates in Fall 1992. The improvements were put into service in Summer 1993.

Originally constructed in 1993, the water treatment facility was design to treat water from the McGee Creek Reservoir at a rate of 1.5 MGD. The 3-filter bay treatment facility is housed in a building constructed with concrete double tee panels. The facility includes an on-site above ground clearwell with a capacity of 508,000 gallons. The facility furnishes water to the RWD No. 4 and the Town of Stringtown. The original cost of the water treatment facility was $1.15 million. The facility capacity was recently expanded with an additional treatment unit to 2.0 MGD. The expansion cost $ 378,000. The facility now provides improved service to the existing system and additional service to a new rural water district in Choctaw County.

WASTEWATER SYSTEMS


Wastewater system design is an important service that Poe & Associates provides to cities and towns throughout the region. Design elements include sewer lines, pumping stations and treatment facilities. We have also completed several projects involving recycling and reuse of treated wastewater

The 36-inch Zoo Interceptor Sewer was replaced in this project. This old, deteriorated concrete line runs approximately four miles from Remington Park, through the Oklahoma City Zoo, the Lincoln Park Golf Course and the Springlake Campus of the Metro Technology Center, on into the older residential area of northeast Oklahoma City. Extensive flow monitoring was done to gauge capacity and determine infiltration/inflow problems. This information was used in routing and sizing the replacement line. The line runs through the middle of the zoo and much coordination and planning were required during the design. The line also bisects the golf course. Particular attention was given to the routing in order to avoid unnecessary damage to the course.

DRAINAGE AND FLOOD CONTROL

This $2.4 million project, recommended in the O.U. Utilities Master Plan, constructed a new main storm sewer serving the northeast quadrant of the O.U. Campus. Due to time constraints the project was broken into two construction contracts and was substantially complete in August 2002. The downstream component is a 9' x 6' pre-cast concrete box running from the Duck Pond to the north side of Memorial Stadium. Construction methods were primarily open trench, patching the parking areas and streets after installation. The upstream component was primarily the installation of a 66" R.C.P. running from the north side of Memorial Stadium to the west side of the Student Union. Due to the high volume of pedestrian traffic and the desire to preserve the historical campus area, the pipe was bored and jacked twenty feet below the surface.

Poe & Associates has significant experience with program management. We have managed various programs involving multiple projects, some ranging over $1 billion. ENVIRONMENTAL SERVICES


Poe & Associates provides environmental consulting services primarily related to civil engineering and construction. We have completed many solid waste landfills along with their associated permitting and monitoring. We also design solid waste transfer stations. Other environmental projects include industrial waste pretreatment designs for municipal and industrial clients, environmental assessments and asbestos surveys.

The Okmulgee Landfill is an 80-acre municipal solid waste landfill that was permitted in 1986. Since that time there have been various amendments to the Oklahoma Department of Environmental Quality permit for among other things, a revised grading plan, leachate collection system, and height increases.

Poe & Associates is the prime consultant providing engineering services for master planning, design, and construction observation for Fort Sill National Cemetery in Elgin, Oklahoma. Working with our sub-consultants, we provided construction plans for Phase One Developments that are currently under construction and will construct over 10,000 burial sites with the facilities to conduct the burial services and to maintain the 400-acre site. The project includes the construction of several building structures, extensive landscaping, streets, storm sewer, potable water distribution, sanitary systems, and an extensive irrigation system. Total project costs are approximately $12 Million and are expected to be complete for a July 4th, 2003 opening ceremony.

The Creek East Turnpike involved 8.4 miles of new four-lane roadway construction including ten bridges and four interchanges. Construction cost was $70 million. One of the interchanges is a three-level flyover at US-412. Paving is P.C. concrete pavement. Poe provided engineering design and construction management services for this project. Construction extended over a three-year time period, and featured accelerated time schedules to achieve critical opening dates. The project was completed in Summer, 2002.

Poe & Associates provided construction administration and inspection services for this project in ODOT Division Four. Construction cost was $2.6 million and the project was completed ahead of schedule in spring 2002. The scope of the project included widening, signalization and reconstruction of the intersection with Portland Cement Concrete pavement. Key project issues included multiple paving sections and mix designs, many drainage structures, traffic control and sequencing, revisions to traffic signal design, and resolutions with utility conflicts not shown on the plans. Poe & Associates is now the only Division Four consultant with all audits completed in less than six months following construction.
